Though not freeware I had to mention this. A superb texture generator with TONS of options. Certainly worth $69 I think. Genetic textures, procedural textures, landscapes, animated textures, more.

Great freeware program to make tiled textures. You can have a base texture, and 2 other layers, then combine the layers to make a complex texture. Good control over each layer's properties.

Freeware texture editor. Basic loading, editing, saving of Quake, QII, Half-life texture files (also supports Quake texture flags). Exports to PCX, BMP, TGA. View textured tiled. WAD file filters, drag and drop between WADs. Some other tools: spraypaint, flood fill, tint, scratch tool, bullet hole tool, rivet tool, decal tool, filters, marble generator, resize, flip, rotate.
Looks very good. Does not support GIF.
